lattice_ecp5_evn: update OpenOCD syntax 

When running `litex_server`, this error appeared:

    can't read "_CHIPNAME": no such variable

This is a fix for the specific lattice_ecp5_evn board.
It also refreshes the OpenOCD syntax.
